Frank Baxter

Frank David Baxter, 61 of Winona, Minnesota passed away Thursday, September 10, 2026, at his home.

Frank was born May 7, 1965, in La Crosse, Wisconsin to William and Hazel (Rodenkirk) Baxter. He was a graduate of Caledonia High School class of 1983. Frank proudly served his country from 1986-1990 in the US Navy and has cherished the lifelong friendships with his fellow servicemen. Following his honorable discharge on January 26, 1990, he traveled the country and worked various jobs. He eventually settled in Winona where he worked as a brick layer and for Mathy Construction.

16 years ago, Frank met Heather Marin and they enjoyed many wonderful years together. He enjoyed traveling and cooking for his family, although the kitchen was usually a disaster when he was finished. Time spent with his family, watching sports or with his granddaughter, Sophia, was time well spent in Frank’s eyes. His dog, Jack, was always by his side!

He is survived by Heather and her son, Mitchell Koulsky as well has his beloved granddaughter, Sophia Koutsky. Frank is also survived by his siblings, Loretta (Dave) Grim, Ellen (Dan) Hosmanek, Joe (Shirley) Baxter, Julie (Pat) Gregory, Margaret Baxter, Donna (Kirt) Hospensbergen and Pat Baxter, as well as nieces and nephews, Jessica, Mitchell, Diane, Keith, Shephen and Sarah, as well as 2 great-nieces and nephews.

He was preceded in death by his parents; and brothers, Cyril, Daniel, Charlie and Paul.

A private family service is being planned. Frank will be laid to rest in New Albin, Iowa, followed by a celebration of life for friends and family.
